Lucas Chachine, President of the Chamber of Commerce of Mozambique (left), hands over the certificate of inauguration to Mauro Pereira, who was sworn in as President of the Fiscal and Customs Policy Portfolio. A pioneering dean of Mozambican customs clearance and a prominent figure from Beira.

Maputo, June 4, 2026 (O Autarca) – This Tuesday, June 2, 2026, the Mozambique Chamber of Commerce (CCM) strengthened its institutional capacity with the inauguration of additional members of the new governing board for the 2026–2029 term, under the leadership of President Lucas Chachine, a renowned Mozambican “business strategist.”

The ceremony, led by the Chair of the General Assembly, Yolanda Fernandes, saw the swearing-in of the Vice-President for Internal Affairs, Ilda Matabel, as well as Presidential Advisors, Regional Vice-Presidents for the Southern and Northern zones, and Provincial and International Delegates for Mumbai, Macau, and Rwanda. The Regional Vice-President for the Central zone will be sworn in at a later date.

In his address, Lucas Chachine emphasized that CCM’s national and international expansion brings the institution’s services closer to business owners. He argued that the newly inaugurated officials must focus on business expansion, the identification of alternative funding sources for MSMEs (Micro, Small, and Medium Enterprises), and the integration of these companies into large industries and both national and global value chains.

“Let us remain committed to mobilizing partners to empower our entrepreneurs, and to increasing national production and productivity with the quality needed to supply the domestic market and boost exports,” stated the President of CCM.

MAURO PEREIRA: THE RIGHT FIT FOR THE FISCAL AND CUSTOMS PORTFOLIO

Among the newly inaugurated officials, the appointment of Mauro Pereira as President of CCM’s Fiscal and Customs Policy Portfolio stands out.

His appointment is viewed within the sector as a wise choice by Lucas Chachine’s leadership. A business strategist at the helm of CCM, flanked by a customs expert, combines macroeconomic vision with operational experience.

Under Mauro Pereira's leadership, the Portfolio is expected to spearhead public-private dialogue aimed at simplifying procedures, reducing customs clearance costs, cutting red tape, and advocating for a more predictable tax system for the national business community. His voice will be decisive in the search for solutions to unlock logistics and make the Beira Corridor, in particular, as well as other corridors, more competitive.

WHO IS MAURO PEREIRA

Mauro Pereira is one of the founding names of the customs clearance and freight forwarding industry in Mozambique. With a proud and distinct Beirense identity, he built his career out of the Port of Beira—a strategic logistical corridor for Central and Southern Africa.

A pioneer in the professionalization of official customs clearing agents, he is widely recognized for his technical mastery of the Customs Code, fiscal policies, and trade facilitation processes. Over the decades, he has trained generations of clearing agents and advocated for the dignity of the profession, transforming customs clearance from a mere bureaucratic task into an essential link within the national logistics chain.

His profile combines hands-on field experience with an institutional vision. He is a highly respected voice in business forums and among customs authorities, consistently advocating for faster, more transparent, and competitive procedures for Mozambican economic operators.

His deep connection to Beira grants him a privileged insight into the real-world challenges faced by importers, exporters, and transporters moving cargo through the central corridor. This firsthand experience makes him a consensus figure among business owners and a credible interlocutor for reforms that directly impact the overall "Mozambique Cost." ■ (Editorial Board)
